BACKGROUND
Over the past 100 years, a substantial amount of legislation has been enacted relating to wildlife (including the Migratory Bird Treaty Act, the Fish and Wildlife Coordination Act, the Fish and Wildlife Act of 1956, the Marine Mammal Protection Act of 1972, and the Endangered Species Act of 1973). In the United States Code, most of these provisions appear in title 16, "Conservation", which also includes provisions relating to national forests, water conservation, and power projects. The bill gathers provisions relating to wildlife and restates these provisions as a new positive law title of the United States Code. The new positive law title replaces the former provisions, which are repealed by the bill.
The bill was prepared by the Office of the Law Revision Counsel of the House of Representatives as part of its responsibility under section 205(c) of House Resolution No. 988, 93d Congress as enacted into law by Public Law 93-554 (2 U.S.C. 285b) to submit to the Committee on the Judiciary proposed bills for the enactment of positive law titles of the United States Code.

January 6, 2017.—The Office of the Law Revision Counsel submitted an updated draft bill (and accompanying explanation) to the House Committee on the Judiciary for introduction in the 115th Congress.

July 5, 2017.—The Office of the Law Revision Counsel submitted an updated draft bill (and accompanying explanation) to the House Committee on the Judiciary for introduction in the 115th Congress.

September 1, 2017.—The Office of the Law Revision Counsel submitted an updated draft bill (and accompanying explanation) to the House Committee on the Judiciary for introduction in the 115th Congress.
